Private individuals are not allowed to impose any sanctions without resorting to the procedures prescribed by law. In this case, however, a private individual was arrested after approaching women who had shoplifted from supermarkets, convenience stores, and bookstores! and took them to an out-of-the-way place to conduct a private sanction. The men were arrested, but here is the video that was seized.
